Certainly this woman was terrorized. Crimes were committed against her. Holding cups over her head and threatening to pour beer on her, exposing genetalia, and uttering threats which she did not illuminate all constitute criminal behavior.

The response she got from her spopnsors is not acceptable. However, she should have complained directly to stadium security personnel.

There are many things which can be done in the future. If these acts are as common as her sponsors claim them to be, then they already know this behavior exists. Failure to control it makes stadium organizers culpable for its continuance.

Fans have a reasonable expectation of safety in a stadium. Stadiums are responsible for providing security for incidents such as the ones described.
